Status: not live yet. The EU-wide company (“EU Inc” / the 28th regime) is a legislative proposal being negotiated at EU level. You cannot register an EU Inc today — the legal form does not exist yet. This page lets you get on the list so we can act the moment it does.
28th Regime · Waitlist open

Be first to register an EU Inc — the day it becomes real.

A single EU-wide company form is being proposed to let founders start and scale across all 27 member states under one set of rules. It isn’t law yet. We follow the legislation closely and prepare your registration now, so you file on day one instead of day one hundred.

Why this exists

Founders keep leaving Europe to incorporate. EU Inc is the answer to that.

Build a startup across several EU countries today and you juggle 27 company laws, 27 registrations and a patchwork of rules on equity and stock options. That’s a big reason so many European founders “flip” to a US Delaware company. The 28th regime proposes one EU-wide entity so you can incorporate once and operate everywhere.

“One optional, EU-wide company form — a 28th regime alongside the 27 national systems.”

The core idea behind EU Inc, echoed in the Letta and Draghi reports on the single market.

What EU Inc aims to be

One entity, designed for how startups actually work

Everything below is as proposed — the final rules are still being negotiated, nothing is enacted.

01

Incorporate once, operate EU-wide

One company recognised across all 27 member states, instead of re-establishing an entity every time you cross a border.

02

Fast, fully digital setup

Online incorporation in one place — the remote, paperwork-light experience e-Residency pioneered, generalised across the bloc.

03

A standardised, investable cap table

Common equity rules so any EU investor is looking at the same familiar structure — less bespoke legal work each round.

04

Workable EU-wide stock options

A single option framework aimed at fixing one of Europe’s biggest founder headaches. How ESOP could change →

Where it actually stands

The honest status — no countdown timer

We keep this straight and update it as the process moves. A Commission proposal now exists, but it is still a bill in negotiation — not a company form you can register.

  • 1
    Idea & industry backing Done

Founders and investors across Europe publicly back the concept of an EU-wide company form.

  • 2
    Policy & expert reports Done

The Letta and Draghi reports (2024) and the Commission’s political guidelines put a “28th regime” on the agenda.

  • 3
    Commission proposal Published

The European Commission has put forward a draft (a proposed Regulation). A real milestone — but a proposal, not a law.

  • 4
Parliament & Council negotiation In progress

The co-legislators are now negotiating the text. Who qualifies and the final shape are still open — this is exactly why registration isn’t available.

  • 5
    Adoption & first registrations Future

After adoption and a transition period, registration opens. The waitlist is how we reach you the moment it does.

We deliberately don’t promise a launch date, because no confirmed date exists. Read the full timeline →

Frequently asked

Can I register an EU Inc right now?

No. The legal form does not exist yet — it’s a proposal being negotiated at EU level, not enacted law. Nobody can register one today. What you can do now is join the waitlist so you’re first in line when it becomes possible.

Is this an official EU government website?

No. This is an independent service that helps founders prepare for and, once available, complete EU Inc registration. We are not the European Commission or an EU institution and we don’t speak for them.

When will it launch?

There is no confirmed launch date. A Commission proposal exists but still has to be negotiated, adopted, and then applied after a transition period. We’ll email waitlist members as soon as there’s a concrete, verifiable milestone.

What does it cost to join?

Nothing. Joining the waitlist is free and there are no filing fees today because there is nothing to file. Any future registration service would be quoted clearly and separately.

I already have an EU company — is this relevant?

Potentially, yes. Part of the proposal is about operating across borders under one entity. If it passes, converting or restructuring may be worth considering — we’ll help you assess it when the rules are final. See EU Inc vs national forms.

What will you do with my details?

We use them only to contact you about EU Inc registration and related updates. We don’t sell your data, and you can ask us to remove you at any time.
